The Dugway Proving Ground, an army base in Utah larger than the state of Rhode Island, is expanding - but they won't say why. Some speculate they want buy land they've contaminated so as to avoid clean-up measures (a similar attempt was made in the late 1980's). Among UFOlogists, Dugway has become known as the new Area 51, the major difference between the two being that a visitor can get much closer to Dugway. At least, they could.
